と考えられる

と考かんがえられる means “is thought to be”, “can be considered as”. Used to convey an objective or widely spread opinion, contrary to と思われる.

Examples

タバコは健康けんこうに悪わるいと考えられています。 Tobacco is considered bad for one’s health.
